During November and December 2025, at least 82 separate incidents of violence, intimidation, or persecution against members of the Hindu minority were documented. These incidents directly affected a minimum of 317 individuals. This figure does not capture wider consequences such as forced displacement, loss of livelihoods, community-wide fear, or long-term insecurity, all of which were reported repeatedly by affected families and local monitoring groups.
When assessed collectively, the scale, frequency, and geographic spread of these incidents point to targeted persecution rather than isolated criminal acts or routine law-and-order failures.
Incidents Recorded
- Murders- 17: Seventeen cases involved murder. These included targeted lynchings, stabbings, shootings and deaths following abduction. The severity and repetition of these killings indicate an environment in which extreme violence can occur with little expectation of accountability.
- Attacks on Hindu Religious Sites- 13: Thirteen incidents involved attacks on Hindu religious sites. Temples were vandalised or occupied, idols were destroyed or stolen, access to places of worship was obstructed, and cremation grounds were desecrated or taken over. Such acts directly undermine freedom of religion and threaten the cultural continuity of affected communities.
- Economic Destruction Cases- 15: Fifteen incidents were aimed at economic destruction. Homes and businesses were burned, crops deliberately destroyed, savings looted, and families subjected to extortion. These attacks appeared calculated to make continued residence economically impossible.
- Land Grabs / Forced Dispossession- 12: Twelve incidents involved land grabs or forced dispossession. Ancestral land was illegally occupied, harvested crops were seized, and families were threatened or coerced into leaving permanently. In several cases, displacement followed years or generations of continuous residence.
- Abduction of Hindu Women or Girls- 2: Two cases involved the abduction of Hindu women or girls. These incidents included forcible removal from family protection, unlawful confinement, and threats, highlighting acute gender-specific vulnerabilities.
- Hate Speeches- 4: Four incidents involved hate speech by political figures, religious leaders, or members of the legal profession. Such statements dehumanised Hindus or questioned the legitimacy of Hindu religious practices, contributing to an atmosphere in which discrimination and violence are more easily justified.
- Blasphemy-Related Attacks or Arrests- 4: Four incidents involved arrests or attacks linked to blasphemy-related allegations. Accusations of “hurting religious sentiments” were selectively used to criminalise identity, suppress expression, or legitimise mob action.
Patterns and Methods
Across districts and incident types, several consistent patterns emerge. Hindus were disproportionately targeted in rural and semi-urban areas, where sustained media attention and institutional oversight are limited.
Economic violence, land dispossession, and threats of physical harm frequently overlapped, suggesting a strategy aimed at long-term displacement rather than momentary intimidation.
Law-enforcement responses were often delayed or absent. Investigations commonly stalled, and responsibility was frequently attributed to “unknown miscreants,” resulting in minimal accountability.
Fear functioned as a central tool. Murder, arson, sexual violence, abduction, and public humiliation were used to enforce silence, compliance, and eventual migration.
Pattern Characterization: RULLS Violence
The violence documented conforms to what may be described as a Random, Unceasing, Low-Level, Scattered (RULLS) pattern. Individual incidents often appear isolated when viewed in isolation, yet their frequency, similarity, and cumulative impact create persistent insecurity without triggering national or international alarm.
This pattern allows persecution to continue while avoiding the visibility associated with large-scale or singular acts of mass violence.
Media Constraints and Information Suppression
Coverage by mainstream Bangladeshi media outlets remains limited in comparison to the number of incidents documented by minority-rights organizations and local monitors. Many cases are reported as generic law-and-order issues, without reference to targeting patterns or the minority status of victims.
Concerns over media pressure intensified following events on 18 December 2025, when the offices of outlets including The Daily Star and Prothom Alo were surrounded and subjected to arson attacks. Journalists reporting on minority-related violence have also faced direct threats. In November 2025, journalist Trina Roy Chowdhury publicly reported threats of gang rape and expressed serious concerns for her safety and that of her child, highlighting the risks faced by those documenting these abuses.
Organised Hate Campaign and Local Mobilisation
Since at least September 2024, hardline Islamist groups have engaged in sustained grassroots mobilisation, including leaflet distribution and village-level gatherings, extending even to remote areas. These efforts promote narratives that dehumanise Hindus and normalise hostility.

This ideological environment has repeatedly translated into violence triggered by minor disputes or everyday interactions. Such escalation was documented across multiple districts during November and December in the form of murder, assault, abduction, and property destruction.
State Response and Compensation Gaps
Economic destruction emerged as a particularly effective tool of persecution due to the near absence of restitution or state-supported recovery. During the reporting period, compensation was extended to Hindu victims in only one documented case, that of Dipu Chandra Das. The overwhelming majority of affected families received no redress, leaving them unable to rebuild or return.

Conclusion
Viewed as a whole, the evidence points to systematic persecution rather than sporadic criminality. The documented patterns raise serious concerns under international human-rights standards, including violations of the right to life, freedom of religion or belief, personal security, equality before the law, and protection from discrimination.
